Kel-Met KM4000 leg cuffs - Fotfängsel / Benfängsel
Chain leg cuffs are protective equipment primarily used by law enforcement services, including the Police and Border Guard, as well as in intervention situations requiring effective immobilization of a person. They allow safe restraint of a detainee’s legs, minimizing the risk of escape and ensuring control during transport or escort. They feature wide ankle openings, in line with the requirements reported by Polish uniformed services.
Stainless steel construction
The product is made entirely of stainless steel compliant with PN-EN 10088-1. The material used is non-toxic to the body, resistant to mechanical damage, and does not cause allergic reactions. The handcuffs contain no galvanic coatings such as nickel or zinc, which ensures compliance with EU Directive 76/769/EEC-94/27/EEC concerning products in contact with the skin, as well as planned national regulations.
Construction and operating mechanism
The set consists of two ankle cuffs connected by a 45 cm chainmail-type chain, attached to the cuff body with rotating joints. The cuff design reduces the risk of abrasions and injuries when used properly.
The cuffs are made of steel elements with a double-locking mechanism and a movable ratchet arm. Each cuff is equipped with a ratchet lock that can be engaged at any point to prevent excessive tightening. Protection against accidental opening is activated by a pin located on the key. Pressing the pin engages the lock, and turning the key in the lock releases it.
Strength requirements
The handcuffs withstand applied static force:
- breaking force of 1500 N – force applied in the plane of one cuff, with the other cuff fixed. After the force is removed, the handcuffs retain their usability.
- bending force of 500 N – cuff mounted in a holder on the chain side, force applied perpendicularly at the opposite end of the cuff. The force does not cause permanent deformation.
- PN-EN 10088-1 – standard for stainless steel properties, defining chemical composition and mechanical characteristics.
- 76/769/EEC-94/27/EEC – EU directive limiting the use of heavy metals, including nickel, in products in contact with the skin. The handcuffs contain no galvanic coatings such as nickel or zinc.
- KGP Standard – compliance with the requirements of the Polish National Police Headquarters regarding construction, safety, and functionality of handcuffs.
